Purpose.The study was conducted to identify the factors of innovative development of regions.The hypothesis about a stable relationship between quality of managerial resources and indicators for regional development is formulated.
Methodology.Currently tools for development of advanced innovative companies are widely used in other objects, in particular, theories of human resource development and intellectual capital spread brake tool to regions.Correlation and regression analysis of objective data of State statistics about the development of the regions and the effectiveness of management in Russian regions are used in the study.
The economic effects was obtained by the method of best practice Sun Hat in regional development.Results.In this article the results of research are presented which confirm the high level dependence between the results of socio-economic development of the regions by the quality and professionalism of management decisions like a business.
In particular, the quantitative confirmation of the economic impact of managerial resource quality in the regions on the basis characteristics of the region and its development, including innovative component.Practical implications.According to our results, a number of recommendations for improving the quality of governance in the Chelyabinsk region is proposed.
